Under the Residential Tenancies Act 1997 (Vic), a rooming house is a building where one or more rooms are available for rent, and the total number of occupants may be four or more.
This threshold distinguishes a rooming house from an ordinary rental property. Once four or more people can occupy the premises, the full rooming house regulatory framework applies.
A rooming house operator must be registered. Operating an unregistered rooming house is a breach of the legislation and can result in significant penalties.
