Council Registration
All properties are registered with Warrnambool City Council as required under the Public Health and Wellbeing Act 2008. Registration is renewed annually.
Residential Tenancies Act 1997
Every resident receives a written Exclusive Occupancy Agreement under the RTA 1997. Rights and responsibilities are clearly documented before move-in.
Bond Lodgement
All bonds are lodged with the RTBA within 10 business days. Residents receive a receipt confirming their bond is held securely.

What Makes a Rooming House Legal?
In Victoria, a legal rooming house is specifically defined and regulated. Here's what you should look for.
A legal rooming house must have...
- Current registration with the local council
- A registered and named rooming house operator
- Written occupancy agreements for every resident
- Bond lodged with the RTBA (not held by the operator)
- Minimum room size standards met (7.5 m² for one person)
- Functioning kitchen and bathroom facilities
- Current gas, electrical, and smoke alarm safety certificates
- Adequate natural light and ventilation in all habitable rooms
Resident rights under the RTA 1997
- Right to quiet enjoyment of their room
- Minimum notice before the operator enters their room
- Protection from unlawful eviction or retaliatory action
- Access to shared facilities in a clean, safe condition
- Rent receipts and a record of all payments
- The right to apply to VCAT for dispute resolution
- A copy of the signed occupancy agreement
- Fair bond assessment at end of tenancy
What constitutes a rooming house in Victoria?
As defined under the Residential Tenancies Act 1997 (Vic)
Under the Residential Tenancies Act 1997 (Vic), a rooming house is a building where one or more rooms are available for rent, and the total number of occupants may be four or more.
This threshold distinguishes a rooming house from an ordinary rental property. Once four or more people can occupy the premises, the full rooming house regulatory framework applies.
A rooming house operator must be registered. Operating an unregistered rooming house is a breach of the legislation and can result in significant penalties.
